Targeted Youth Support transformation, DCSFNational programme integrating services for young people 2010
Mandy took a lead consultant role in the development of Targeted Youth Support, developing the DCSF’s transformation programme for integrated youth services which aims to bring about more coherent working and create ‘one children’s workforce’. Within the pathfinder, she designed, tested and rolled out a research programme including semi-structured interviews, focus groups with frontline staff and service users, questionnaires and data analysis. She also developed a national framework for assessing progress and contributed to the PMDU’s review of performance management and the national ‘Tell us’ survey.
Mandy took the lead for the Training and Development Agency for Schools in providing support for voluntary and community sector organisations in London as part of the transformation of young people’s targeted services. She partnered the Government Office for London, VCS Engage and other stakeholders to develop a framework for action, with a particular focus on the cultural sector. She now sits on the Overview and Action Group, working to ensure that the framework delivers real results.
“Mandy’s approach at all times is creative and solution-focused. She has an immense capacity to engage diverse partners and support them effectively in forward planning. This resulted in an integrated working programme over a number of months where the needs and views of a range of partners were assessed and incorporated into a wider regional framework of support.
The approach overall was extremely effective as Mandy has a strong focus on improved outcomes for communities – in this case, children and young people – and puts this at the centre of all her planning. She has a good ability to recognise the needs and views of all partners and how to use a change management approach sensitively to enable effective forward planning.”
